Make plugins free on platforms

In application_controller.rb we have procedure bump_app_to_enterprise(app) => where you should add plugin and platform you would like to make free.

If you would like to find our id app is free you should use app_bumped_to_enterprise?(platform, app_type) and pass platform name and app type
